As Wisconsin and other states square off over collective bargaining rights and unionized public employees gather in protest, Nebraska Gov. Dave Heineman said Wednesday that Nebraska is far ahead of other states on these issues.
Nebraska state employees, for example, contribute 21 percent toward their health insurance premiums. And those contributions don't fund any retiree health insurance.
